Add missed file ext/DB_File/config.in and update
ext/DB_File/Changes, both accidentally omitted from
d8bf0b8cc0654f404eb597a952c50e72976fd4fa.
I don't know how I managed to miss Changes, but I deliberately omitted
config.in because it was missing already. Since it wasn't a new file in
the 1.818 distribution, I assumed that it wasn't needed in core.
